Famous for its <strong>\ucf54\ubaa8\ub3c4\uc655\ub3c4\ub9c8\ubc40(Varanus komodoensis)<\/strong> \u2014 the planet\u2019s largest lizard \u2014 and its rich marine biodiversity, the park has also been the site of important experiments in conservation governance. From 2005 to 2010, managers attempted a <strong>collaborative co-management model<\/strong> intended to balance tourism, fishing, and conservation goals. Despite initial optimism, however, this co-management initiative ultimately collapsed. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Idea Behind Co-Management<\/strong><\/h2>\n\n\n\n<p>In the early 2000s, Indonesia introduced new legal frameworks encouraging <strong>collaborative management of protected areas<\/strong>, bringing together government bodies, local communities, non-governmental organizations (NGOs), and private sector partners in shared governance. Funding from international donors supported early efforts. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Early Successes and Challenges<\/strong><\/h3>\n\n\n\n<p>During the initial years, some positive outcomes were visible:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tourism increased significantly, bringing more income to the region and creating new jobs.<\/li>\n\n\n\n<li>Local communities reported higher participation in tourism-related businesses, such as guiding, crafts, and services.<\/li>\n\n\n\n<li>Efforts to reduce damaging fishing practices and protect coral reefs showed ecological promise. <\/li>\n<\/ul>\n\n\n\n<p>However, beneath these gains lay serious structural problems:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Confusion and lack of shared vision<\/strong> among stakeholders meant many residents and operators did not understand the goals or mechanisms of the co-management system.<\/li>\n\n\n\n<li><strong>Trust issues<\/strong> emerged between the main partners \u2014 including government agencies, NGOs, and private investors \u2014 weakening cooperation.<\/li>\n\n\n\n<li>Local fishers felt excluded from decision-making, particularly regarding zoning and fishing regulations that restricted traditional livelihoods.<\/li>\n\n\n\n<li>The anticipated <strong>financial sustainability<\/strong> from park fees and tourism did not materialize as planned, and donor support dwindled. <\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Collapse of the Co-Management Initiative<\/strong><\/h4>\n\n\n\n<p>By around 2010, the co-management model began to fail.
