C\u00e9l\u00e8bre pour son <strong>Dragon de Komodo (Varanus komodoensis)<\/strong> Outre le plus grand l\u00e9zard de la plan\u00e8te et sa riche biodiversit\u00e9 marine, le parc a \u00e9galement \u00e9t\u00e9 le th\u00e9\u00e2tre d&#039;importantes exp\u00e9riences de gouvernance en mati\u00e8re de conservation. De 2005 \u00e0 2010, les gestionnaires ont tent\u00e9 une <strong>mod\u00e8le de cogestion collaborative<\/strong> Visant \u00e0 concilier tourisme, p\u00eache et objectifs de conservation, cette initiative de cogestion a finalement \u00e9chou\u00e9 malgr\u00e9 un optimisme initial. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>L&#039;id\u00e9e derri\u00e8re la cogestion<\/strong><\/h2>\n\n\n\n<p>Au d\u00e9but des ann\u00e9es 2000, l&#039;Indon\u00e9sie a introduit de nouveaux cadres juridiques encourageant <strong>gestion collaborative des aires prot\u00e9g\u00e9es<\/strong>, r\u00e9unissant les instances gouvernementales, les communaut\u00e9s locales, les organisations non gouvernementales (ONG) et les partenaires du secteur priv\u00e9 dans le cadre d&#039;une gouvernance partag\u00e9e. <strong>Parc national de Komodo<\/strong>, cela a conduit \u00e0 la cr\u00e9ation de <em>Initiative de gestion collaborative de Komodo (KCMI)<\/em> en 2005, avec pour objectifs :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>R\u00e9glementer le tourisme de mani\u00e8re durable, en veillant \u00e0 ce que le parc puisse <strong>g\u00e9n\u00e8re ses propres revenus<\/strong> tout en prot\u00e9geant les ressources naturelles.<\/li>\n\n\n\n<li>G\u00e9rer et prot\u00e9ger <strong>\u00e9cosyst\u00e8mes marins et terrestres<\/strong>, notamment les r\u00e9cifs coralliens et les stocks de poissons.<\/li>\n\n\n\n<li>Augmenter <strong>participation de la communaut\u00e9 locale<\/strong> et b\u00e9n\u00e9ficie des retomb\u00e9es de la conservation et du tourisme.<\/li>\n\n\n\n<li>Renforcer <strong>gouvernance<\/strong> en impliquant un large \u00e9ventail de parties prenantes. <\/li>\n<\/ul>\n\n\n\n<p>Le mod\u00e8le a \u00e9t\u00e9 construit autour d&#039;un <strong>Conseil de gestion collaborative<\/strong> et une entreprise priv\u00e9e \u2014 <em><a href=\"https:\/\/news.detik.com\/berita\/d-2935761\/asal-mula-komodo-bernama-orah-dilahirkan-oleh-putri-naga\">Putri Naga Komodo<\/a><\/em> \u2014 destin\u00e9 \u00e0 superviser les activit\u00e9s et les recettes touristiques, notamment une taxe de conservation per\u00e7ue aupr\u00e8s des visiteurs du parc. Les premi\u00e8res initiatives ont b\u00e9n\u00e9fici\u00e9 du soutien financier de donateurs internationaux. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Premiers succ\u00e8s et d\u00e9fis<\/strong><\/h3>\n\n\n\n<p>Au cours des premi\u00e8res ann\u00e9es, certains r\u00e9sultats positifs ont \u00e9t\u00e9 observ\u00e9s\u00a0:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le tourisme a connu une forte croissance, g\u00e9n\u00e9rant davantage de revenus pour la r\u00e9gion et cr\u00e9ant de nouveaux emplois.<\/li>\n\n\n\n<li>Les communaut\u00e9s locales ont signal\u00e9 une participation accrue aux activit\u00e9s li\u00e9es au tourisme, telles que le guidage, l&#039;artisanat et les services.<\/li>\n\n\n\n<li>Les efforts d\u00e9ploy\u00e9s pour r\u00e9duire les pratiques de p\u00eache destructrices et prot\u00e9ger les r\u00e9cifs coralliens se sont r\u00e9v\u00e9l\u00e9s prometteurs sur le plan \u00e9cologique. <\/li>\n<\/ul>\n\n\n\n<p>Cependant, derri\u00e8re ces progr\u00e8s se cachaient de graves probl\u00e8mes structurels\u00a0:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Confusion et absence de vision partag\u00e9e<\/strong> Parmi les parties prenantes, beaucoup de r\u00e9sidents et d&#039;exploitants ne comprenaient pas les objectifs ni les m\u00e9canismes du syst\u00e8me de cogestion.<\/li>\n\n\n\n<li><strong>Probl\u00e8mes de confiance<\/strong> Des tensions sont apparues entre les principaux partenaires \u2014 notamment les agences gouvernementales, les ONG et les investisseurs priv\u00e9s \u2014 affaiblissant la coop\u00e9ration.<\/li>\n\n\n\n<li>Les p\u00eacheurs locaux se sentaient exclus du processus d\u00e9cisionnel, notamment en ce qui concerne le zonage et les r\u00e9glementations de p\u00eache qui restreignaient leurs moyens de subsistance traditionnels.<\/li>\n\n\n\n<li>L&#039;anticipation <strong>viabilit\u00e9 financi\u00e8re<\/strong> Les recettes provenant des droits d&#039;entr\u00e9e dans les parcs et du tourisme ne se sont pas concr\u00e9tis\u00e9es comme pr\u00e9vu, et le soutien des donateurs a diminu\u00e9. <\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Effondrement de l&#039;initiative de cogestion<\/strong><\/h4>\n\n\n\n<p>Aux alentours de 2010, le mod\u00e8le de cogestion a commenc\u00e9 \u00e0 \u00e9chouer. <strong>Fonds de conservation<\/strong> Le plan visant \u00e0 assurer le fonctionnement du parc a \u00e9t\u00e9 gel\u00e9, et des syst\u00e8mes de tarification contradictoires ont vu le jour, frustrant touristes et exploitants. Les relations entre les organisations partenaires se sont d\u00e9t\u00e9rior\u00e9es, minant la confiance et la coop\u00e9ration. Finalement, le Conseil de gestion collaborative, organe central de la gouvernance de l&#039;initiative, a cess\u00e9 de fonctionner efficacement. <\/p>\n\n\n\n<p>Plusieurs probl\u00e8mes structurels et contextuels plus profonds ont contribu\u00e9 \u00e0 l&#039;effondrement\u00a0:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>faiblesses politiques et institutionnelles<\/strong> En Indon\u00e9sie, le secteur public pr\u00e9sentait des difficult\u00e9s pour la coop\u00e9ration interinstitutionnelle.
